10th EDF Multi-Sectoral General Budget Support Programme

Objectives

The overall objective of this multi-sectoral program is to support implementation of Dominica’s Growth and Social Protection Strategy (GSPS) (1.01MB, PDF) as the main tool to foster economic development and poverty reduction in the country.

The specific objectives of the multi-sectoral program aim at supporting the Government of Dominica to attain growth in the economy, which will generate jobs and reduce poverty and improve the quality of life for Dominicans.

To achieve these goals the program will specifically support in the area of economic development:
(i) implementation of key sectoral strategies in Tourism and Renewable Energy where the country has a comparative advantage. In the area of poverty reduction and social development the program supports
(ii) improvement of the targeting and delivery of services in the areas of Neonatal and Perinatal Health and Water & Sanitation.

Expected results and main activities

The key results anticipated from the programme are:

  1. Strengthening of the macroeconomic environment through policy dialogue and financial support;
  2. Improvement of the Public Finance Management (PFM) system through strengthening of Government's own accountability mechanism, dialogue on conditions and indicators related to 2011-2013 PFM Action Plan;
  3. Implementation of the GSPS particularly supporting sectoral strategies identified and financially supported by the Public Sector Investment Program (PSIP). Specifically, the proposed operation will support
    (i) facilitation of training and infrastructural development to foster growth in tourism revenues and strengthening of the institutional framework and human resource capacities in the geothermal sector
    (ii) foster the strategy on Neonatal and perinatal mortality reduction and enhanced surveillance, research, diagnostic and capability of the health system and
    (iii) improve access and reliability of potable water particularly during disruption periods and, in general, reducing the frequency of water outages.

The programme seeks to achieve these aims through the provision of budgetary support to meet these targets, while supporting the implementation with the allocation of funds for technical assistance in the field in the area of public finance management reform and Health.
